电子尼古丁传送系统，包括电子烟和蒸汽电子烟，并非没有风险，亦不安全。电子尼古丁传送系统烟雾中包含有毒物质和污染物。这些物质可导致人体发生一系列的病变。目前少有关于电子尼古丁传送系统健康风险的研究；但是，尼古丁暴露、吸入这些产品中所含的其他有毒释放物以及吸入二手释放物都有健康风险，尤其是未成年人、非吸烟者和孕妇。

由于一些电子尼古丁传送系统中液体尼古丁浓度过高，暴露于电子尼古丁传送系统烟雾有可能导致意外的健康后果，存在意外中毒的风险。以及青少年从吸电子烟开始养成吸烟习惯的风险。

电子烟有助于戒烟吗？

还没有研究最终证明电子尼古丁传送系统是否能帮助吸烟者戒烟。目前，世卫组织不建议以电子尼古丁传送系统为戒烟辅助手段。如果你想戒烟，我们建议你使用现有的经证明有效的戒烟方法，如基于尼古丁和非尼古丁的药物疗法。

可以在室内公共场所使用电子烟吗？

在禁止吸烟的公共场所，卷烟和电子烟应同等适用于法律，即公共场所应禁止使用卷烟和电子烟，以保护不吸烟者免受二手烟的致命危害。此外，执法也会较为容易，因为执法人员无须识别烟雾来自卷烟还是电子烟来判定是否违法。

世卫组织对于电子烟的监管建议如下：

限制未成年人使用

• 禁止向未成年人销售和分发电子烟

• 禁止未成年人持有电子烟

• 禁止或限制在卷烟中使用调味剂以吸引未成年人

• 提高对于电子烟的征税以使得未成年人无法负担装置和电子液体的价格，从而防止该年龄段人群使用电子烟。

• 减少意外急性尼古丁中毒的风险，方法包括：要求电子液体具有防篡改/防儿童包装，以及装置和电子液体具有防漏容器；限制装置和电子液体中的尼古丁浓度和总尼古丁量。

保护人们免受电子烟排放的有毒二手烟雾的危害，并明确将控烟条例适用范围扩大到这些产品，以符合世界卫生组织《烟草控制框架公约》第8条要求

• 如有禁止吸烟的控烟条例，亦应适用于电子烟使用。即禁止吸烟的场所也应该禁止电子烟使用。

限制电子烟营销和广告

• 禁止或限制电子烟的广告、促销及赞助

• 监管销售地点、密度和渠道

• 要求产品包装上具有关于使用电子烟可能带来的健康风险的健康警语，此外，健康警语亦可告知公众电子烟中尼古丁具成瘾性。

Is e-cigarette safe?

No. It’s not.

Electronic Nicotine Delivery Services (ENDS), including e-cigarettes and vaping, are not without risks and are not safe. Toxic substances and contaminants have been found in ENDS aerosols. These can result in a range of pathological changes in the human body. There are only a few studies on the health risks of ENDS, however there are health risks associated with the exposure of nicotine, of inhaling other toxic emissions contained in these products and of inhaling second-hand emissions, particularly with minors, non-smokers and pregnant women.

There is a risk of unintended health consequences from exposure to ENDS, due to the high nicotine concentration in the e-liquids of some ENDS. There is a risk of accidental poisoning. There is also a risk among youth to start smoking from smoking e-cigarette.

Can e-cigarette help quitting?

Research has not yet conclusively demonstrated whether ENDS can help smokers to quit smoking. At the current time, WHO is not in a position to recommend ENDS as quitting aids.If you want to quit, we recommend you should use available proven quitting methods, such as nicotine-based and non-nicotine pharmacotherapies.

Is it ok to use e-cigarette in indoor public places?

In public places where smoking is prohibited, legislation should apply equally to cigarettes and e-cigarettes in order to protect non-smokers from deadly exposure to second-hand smoke. Also it is easier for enforcement, as the enforcer does not need to identify if the smoke is from cigarette or e-cigarette.

WHO recommendations for regulation e-cigarette include:

Restricting access by minors

• Banning sale and distribution of e-cigarettes to minors

• Banning possession of e-cigarettes by minors

• Banning or restricting the use of flavours that appeal to minors

• Taxing e-cigarettes at a level that makes the devices and e-liquids unaffordable to minors in order to deter its use in this age group.

• Reducing the risk of accidental acute nicotine intoxication by a) requiring tamper-evident/child resistant packaging for e-liquids and leak-proof containers for devices and e-liquids and b) limiting the nicotine concentration and total nicotine amount in devices and e-liquids.

To protect people from toxic second-exposure to the emissions of e-cigarettes and explicitly extend the scope of smoke-free legislation to these products in accordance with Article 8 of the WHO FCTC

• where there are smoke-free laws prohibiting smoking of tobacco products, this should also apply to use of e-cigarettes)

Restricting marketing and advertising

• Banning or restricting advertising, promotion and sponsorship of e-cigarettes

• Regulating places, density and channels of sales

• Requiring health warnings about potential health risks deriving from use of e-cigarettes. Health warnings may additionally inform the public about the addictive nature of nicotine in e-cigarettes.
